Steps to reproduce this bug.
(1) Create a new Calc workbook.
(2) Save it using a password for both opening and writing/editing.
(3) Close the file.
(4) Reopen the same file.
(5) The file opens in a read-only mode. Entering text in any cell is forbidden
and the application does not ask for a password to allow writing.

If you input 2 passwords, the behavior is correct.
The 2nd password is to open document in read-only mode.

However, there is no way to make the file writable. If I do the same in Libre
office, I get a chance to enter the second password to make it writable. I
could not see anything similar in Apache OpenOffice.
