1. TEZ-3815 would allow us to get rid of the threadlocals in init.
2. Heartbeat would allow us to detect when duck count is incorrect and try resend the message (if communication is restored after a long delay).
3. Yeah that's a possible optimization, esp. if the query is given lots of ducks while it's running a lot of tasks. I will file a follow-up jira. 
 Fixed the other 1-2.
