Previously we had sync on start, however after multi-tenancy issues it was deleted in https://github.com/apache/zeppelin/commit/dfbea2eb988e6b9ebf017d6a35f0ba590ce2873e. To keep backward compatibility it should be possible to sync on start when anonymous mode is on (no authentication) until all these procedures are available on frontend.
