MADlib 1.15 Release Manager

Hi MADlib Community,

We have completed a number of JIRAs and added some nice features since the
last release. It looks like a good point to prepare a new release and start
planning for the next one. If there are any volunteers in the community for
the Release Manager position, their help would be much appreciated. I would
be happy to assist at any point as well.
