V3 Replication API

I saw an e-mail a few months ago claiming that someone might be working
on the v3 replication API. What is the current status on this?

We are currently workin on a UDDI prototype for the UK e-Science
programme and replication is quite important to us. We may have some
programming resource to work on this (but being limited we don't want to
waste this resource if this is already being developed).
