Suppose if we change the configuration in HDFS core-site xml than it is marking most of the service stale. 

*RCA:*

Build plaintext effective host config
→ calculate host hash
→ encrypt the same config object once
→ cache encrypted object
→ publish cached encrypted object
On the next config update, ConfigHelper compares current plaintext effective properties with the prior encrypted cached properties. Every sensitive property therefore appears changed, causing unrelated dependent services to be marked stale.
