   ### Description
   
   Add dashboards that support engineering throughput and cycle time. A feature collected from the community and seed users.
   
   
   ### Use case
   
   1. There're  2 sets of metrics. Engineering throughtput metrics measures the throughput of code and issues; while cycle time-related metrics measures the amount of time from work started to work delivered.

   2. Users can compare the metrics of across teams.
