The following header files are missing from the apache1.3.12 downloadable,
 both  the .gz and the .Z versions:

 zend.h
 php.h
 php_variables.h
 SAPI.h

 I need to run Apache1.3.12 with php4

 Configure the apache server with php4 module and try to run the make
