Are all your failures "cannot be update, since it is either starting or stopping" ? 

If yes I wonder if the installer should verify that the bundle is actually stopped before updating it. I suspect what happens is that the bundle takes some time to stop, and then it's correct to reject its update until it's stopped, to avoid an inconsistent state.
