Hello Venkatesh,
Good proposals from previous years have contained a detailed description,
high level design, a list of things you plan on delivering and a
development schedule. It's also a good idea to write a little bit about
your own experience, what you've done so far, what interaction you've had
with the community while writing your proposal and how much time you can
commit to the project.
