if open the sample,the cursor can be set out of mormal range.

You have set the indents of the paragraph to negative values.
So the behaviour is correct. It is implemented to can have text outside the
margins.

This is not an issue.

The user has set list level style attributes and/or paragraph attributes that
does not make sense for the used page style:
The list label alignment position is set to 17,64cm and the indent of text
lines is also 17,64cm. This has the effect that the paragraph's left indent is
17,09cm and first line indent is 6,45cm. The paragraph's right indent has been
set to -6,45cm. Thus, the main paragraph area is outside the page area. No
sensible text formatting will take place in this area.

Change the page area via the page style and everything will be fine.
