> For the ZK migration, we need to be able to initialize Raft with an arbitrarily high epoch (within the size limit). This is because during the migration, we want to write the Raft epoch as the controller epoch in ZK. We require that epochs in /controller_epoch are monotonic in order for brokers to behave normally.
