Some updates:
* Making this Java specific since ultimately it will be Java specific.
* Closing YETUS-533 as a dupe of this one since it has more people on it.
* Experience with buf's compatibility mode for testing protobuf indicates that doing this on a 'per version' basis is just too hard and pushes test-patch way too far into the guts.  Keep it simple by just reporting that the PR is breaking an API.
