Plugins to provide locationmaps

At present to mount a locationmap its location has to be identified in the main Forrest locationmap file. This means that plugins cannot provide their own locationmaps.

What we need to do is provide a mecahnism for mounting all locationmaps provided by the activated plugins. This can be done by using the same mechanism we have for plugin sitemap mounting. That is create a locationmap-mount file, which has mounts for all active plugin locationmaps and then have that mounted by the core locationmap.

See the plugin build scripts for how to do this.

(once done the structurer locationmap should be moved into the structurer plugin)
