ClassNotFoundException for my own Action class

Hi,

I defined my own action class based upon VelocityPortletAction but I
cannot get Turbine to load the class. When the portlet is run I get a
ClassNotFoundException. I've checked the
TurbineResources.properties:module.packages property setting and it is
set properly and correctly spelled. I've also checked my portlet XREGe
file and everything is correct there. I've also verified that the class
file is in the correct path in the WEB-INF/classes folder. Lastly, I
made sure that everything was owned by the tomcat4 owner/group on the
file system. 

I know this is a dumb one because obviously it is working or else people
would be screaming. Can anyone point me in the right direction?
