[PR] feat: gitextactor support `timeAfter` and skipping cloning blobs [incubator-devlake]

   ### Summary
   
   The `gitextractor` plugin supports `timeAfter` and skipping cloning blobs.
   
   1. Replace the existing libgit2/go-git clone with `git clone` cli command
   2. set `useGoGit=true` if you want to collect commits by `go-git`
   3. `tests` are removed as of now due to time constraint
