timeZone and day light saving time

It seems that there is no way to specify Day Light Saving Time rule in <fmt:timeZone> or <fmt:setTimeZone> since it's implemented as Java TimeZone, not SimpleTimeZone. Is there way to specify day light saving timezone? Thanks,
