The local file upload in selectObservation needs to provide feedback to the user that their "upload" attempt is being processed.

Proposed solution:
Toggle the button between a text state ("Upload File") and an animated pin-wheel to signify that the request is being processed. This will also prevent the user from erroneously submitting multiple requests for the same file.
