OK, I've confirmed that this test sometimes fails on master (normally a single doc missing.)
The test itself is pretty simple, so this may be a real bug that is relatively easy to trigger.  I didn't see any exceptions in the failing test run either (before the failed assertion)
Next step is to enhance the test to figure out what documents are missing to aid in debugging.
