In fact due to above inconsistency some tests that shouldn't pass, pass... TestHFileArchiving has very low flushing which, if it were to be read correclty by split policy, would cause the region in the test to split, causing failure. 
But now the config is just ignored by policy so all is good because it uses the default. In fact it probably always uses the default unless set on HTD.
