Addition of GSoC page in documentation.

Hey dev@,

              I have added a new Google Summer of Code page to the climate
wiki [1]. The purpose of this page is to guide students interested in
contributing to OCW through GSoC. Feel free to add any project that you
feel can contribute to our Apache OCW.
