   ## What changes were proposed in this pull request?
   This commit adds a basic service definition for Cloudera Manager that supports
   the CM API. It requires placing CM in its own topology and accessing paths
   without the gateway and topology in the request URL.
   
   ## How was this patch tested?
   Testing:
   * Manual testing via curl and Python API bindings
   * ant verify
