   Update: thanks to @Brijesh-Thakkar , we have a working solution in https://github.com/apache/datafusion/pull/19587 to make the Null behavior in `partial_cmp()` expected.
   
   The challenge remained was to investigate the existing usages, figure out why do they rely on the non-standard Null behaviors, and fix all the propagated test failures.
