Target audience for guides?

Do we agree on what our target audience is?

The level of detail, and what items we focus on, would be different
for someone who has never seen a spreadsheet before, compared to
someone who is familiar with Excel.

What is the prerequisite knowledge that we assume the reader already knows?

+1. For readers, it is easier to skip than to guess.

Indeed, but you have also people who have an advanced level in Excel and
are really weak in Word. For me, the best choice consists to consider the
user as a beginner. Advanced users can always omit to read the concepts
they already know.

I assume that a "General Concepts" guide is a very simple introduction
to the topic.
