fix(docs): use modern driver package for CrateDB
Update the remaining `crate[sqlalchemy]` driver reference to
`sqlalchemy-cratedb`, a leftover from the earlier migration off the
legacy package, and add the corresponding UPDATING.md entry.
Supersedes #38358
