All dates (execution, start and end) on Dag Run edit UI changes once clicking "Save".

*Details:*
On main DAG's Tree view you can see that the "Started" date format shows information about milliseconds (2017-03-21T17:55:08.359240). Once processed by Dag Run edit UI this date changes and drops details about milliseconds (2017-03-21T17:55:08). Details on attached screenshots.

*Reproduction:*
1. Open your DAG's Tree view.
2. Click on selected DAG Run (dot on the top).
3. Don't change anything and click "Save".
4. Done.
