Customising individual system VMs undermines their disposable nature. Redundant virtual routers in the BACKUP state, for example, don't have internet access and are thus unable to have packages installed. Customisations like this should be done by editing the default System VM template so that all System VMs have the package available. This allows you to destroy routers or rebuild networks as per the Cloudstack design pattern.
