Thanks to Ole and Dag for helping push this forward. Here is a significant difference between my environment (where the test works) and the tinderbox and Dag's environments (where the test does not work): My classpath begins with ":" and their classpaths don't. This means that the current directory is in my classpath. In looking for the policy file, SecurityManagerSetup assumes that the policy file is on the classpath. This is not true for the SecurityPolicyReloadingTest, which has to put the policy file in extinout so that it can be overwritten. If SecurityManagerSetup can't find the policy file, it silently shrugs its shoulders and ignores the attempt to set a policy file.

I have attached a patch, derby-2544-01.diff, which lets the policy file come from outside the classpath and be any URL resource. I would appreciate it if this patch could be tested by people who are having trouble with this test. Thanks.

This test has consistently failed in the tinderbox environment when run in the lang suite under Java 6. It does not fail for me under those conditions. Checkin number 524267 merely changed the nature of the failure from an NPE to a failure of a test case. That apparently has not helped anyone diagnose this failure in environments which show the problem.

I have commented out this test in the lang suite so that it won't pollute the tinderbox results: subversion revision 528494.

I applied the patch and:
'org.apache.derbyTesting.functionTests.tests.lang.SecurityPolicyReloadingTest' now run OK for me,
'org.apache.derbyTesting.functionTests.tests.lang._Suite' now run OK for me 
(except for 'testVirtualMemoryHeap(org.apache.derbyTesting.functionTests.tests.lang.UpdateCursorTest)' 
which is independent of this).

I have tested on only one of my platforms, but I have the same setup on all.
So the patch seems to fix the problem!
