Description:
Current implementation:
return (vectorSize + 7) / 8;
when vectorSize is 2147483647（the max value of Int), error :"java.lang.NegativeArraySizeException" will report
the implementation might be changed
return (int)(((long)vectorSize + 7) / 8);
was:
