   ### Description
   
   The general log-based incremental checkpoint (GIC) needs the -restoreMode:CLAIM so it can restore from previous savepoint. To support GIC feature, Streampark needs to support -restoreMode  args.
   
   Official example:
   bin/flink run -s :savepointPath -restoreMode :mode -n [:runArgs]
