Actually, they likely should use ClassLoaderUtils.getResource(String resourceName, Class<?> callingClass) which would try a couple different methods for locating the schema to take into account several different classloader behaviors.

Either that or have the BundleContext injected into the Namespace handler and grab the schema directly from the bundle.  Not sure if BP would allow that though.
