It seems that the .xreg files are always assumed to be encoded in the system's default character 
encoding. I think there should be a way provided to use another encoding.

Same problem in the 
PSML files (in 
org.apache.jetspeed.services.psmlmanager.db.DBUtils.portletsToBytes(...)).
