Under no load TomCat is intermittently running at 90% CPU utilisation.  Also have encountered Dr. Watson errors when browsing the Web Site

The Java based Tomcat code shouldn't be able to generate any Dr. Watson 
errors.  They might be caused by a buggy VM.  Try switching to JDk 1.3.1 and 
see if the problems remain.
