Bring up to date all low impact dependencies which do not require any changes to code.  Both mvn clean install and mvn site will continue to work.

 
 * build helper from 1.9.1 to 3.0.0
 * junit from 4.8.2 to 4.13
 * plexus-interpolation from 1.24 to 1.26
 * plexus-velocity from 1.1.8 to 1.2
 * velocity from 1.5 to 1.7
 * commons-collections from 3.2.1 to 3.2.2
 * animal sniffer from 1.16 to 1.18
 * plexus-utils from 3.0.24 to 3.3.0 *1
 * jaxb-api 2.3.0 to 2.3.1
 * checkstyle from 8.19 to 8.28 *2
 * l10n plugin from 1.0-alpha-2 to last on googlecode of 1.8

*1 Resolves CVE issue

*2 Does not address configuration needs as noted on other Jira tickets as users can configure their own checkstyle.xml.
