[security] fix for attached SVG files

We have recently fixed an issue with SVG files as attachments.  See
https://forge-allura.apache.org/p/allura/tickets/8011/ for details.

If you run Allura and allow anyone to log in and use it, you should upgrade to
the latest version from git.  The next official release will include this fix also.
