Tomcat code in Stratum

Hi Aaron,

I'm fine with moving the tomcat code into Stratum for the time being, but
I've posted a message to tomcat-dev (hasn't been moderated yet) asking if
they would consider moving their utility code to the commons, so hopefully
this will go somewhere and we can put the util code in a place that won't
change on us.
