We might instead be able to depend on the [NuGet|http://www.nuget.org/packages/Microsoft.VCLibs.110.Redist.x86/1.0.0-alpha] for this. Or, given that it is somewhat old, just drop it altogether and make its existence a requirement on deployment machines.
