[PATCH] fix compilation failure with thread-less apr

Fix compilation failure if apr was compiled without thread support.
* subversion/libsvn_subr/atomic.c,
  subversion/libsvn_ra_svn/cyrus_auth.c:
  Check APR_HAS_THREADS with #if and not #ifdef.
  APR_HAS_THREADS is _always_ defined, but 0 if thread support is disabled.
