Configuration not loaded from karaf.etc with hyphen in .cfg file
name
Hi,
when storing a new config file in Karaf's etc folder, e.g. test.cfg, the
configuration is created automatically. When storing the config file
test-test.cfg, the configuration is not created. The same happens when
creating a custom fileinstall configuration in another folder with
felix.fileinstall.filter = .*\\.cfg (the first dot should include the hyphen
- but as soon as the .cfg file name contains it, the respective
configuration is not created).
Is this a (known) bug of fileinstall?

It's not a bug, it's a feature ;-)
Hyphens are used to identify factory configuration pid, to separate the
factory pid from the unique part.
