sorry, i don't know anything about using libapreq on windows.
perhaps someone on the apreq-dev list (cc'ed) can help.

oh, but the largest problem is that it looks like you're trying to use
libapreq 1.1 with apache 2, which simply does not work on any platform.

That's correct, Jim. Currently, libapreq (1.x) works only with mod_perl 1.0 
(1.27).
