Tuscany Board report due

Tuscany is due to report to the ASF board this month, I'll start a
draft shortly but let me know if there's anything you want mentioned.

The Apache Tuscany Project was represented at JavaOne 2009 with a
regular session and a BOF presented by Luciano Resende and Raymond
