For this kind of request, the best way is to send it on dev or localization
mailing list:
https://openoffice.apache.org/mailing-lists.html#users-mailing-list-public
But as I said before, I don't know if dev team can build it if .po files are
not complete.

You can find a first Windows build for Kabyle here:

However this is only meant to test the building process and the
installation.
The translation is very old (nearly non existent) and does not contain any of
the
contributions made in Pootle.
I will update the build as soon as we are able to integrate the latest
translations.

Well, UI is almost completed to translate.
But, helpfile not again: https://translate.apache.org/kab/aoo40help/
I'm afraid that both are necessary to publish a localized kabyle build.
