Log:
updated comments to reflect three issues from initial inspection/qa.
A) Added comment to make sure [miscellany] is uncommented as well.
B) Added comment that the config file for subversion on windows is hidden.
C) Clarified slightly that [auto-props] needs to be uncommented.
