What is the scope of Soap-Server in MS-Soap ??

Does anybody about the scope, in which MS-Soap deploy the Soap servers.

As far as i know, if we use MS-Soap, a new instance of Soap server will be
created for every Soap request. But if this is the case then any Soap
service made using MS-Soap is not scalable.

I've read from somewhere that the Soap server is deployed in "Application"
scope, but i'm not sure about this.
