docs: update ISSUES.md with GeoJSON investigation status
- Applied PersistentEntityCodec.retrieveCachedInstance() return fixes
- Applied MongoCodecEntityPersister.retrieveEntity() class mismatch fix
- Tests still failing: Place.get() returns null after save
- Issue specific to Place with GeoJSON fields (simple entities work fine)
- Marked GeoJSONTypePersistenceSpec as IN PROGRESS
- Hypothesis: decode failing silently for complex multi-typed objects
