While the jars are in the m1 rsync repo the file permissions make them inaccessible to non-committers. Fixing the m1 release process so this does not happen would be highly desirable.
e.g.

Thanks for tracking this down, David.
I can't change the 10.3.3.0 files, but I modified the permissions on the 10.5.1.1 jars to match the 10.4.2.0 distro.
I had assumed that having an appropriate umask would've been enough to get the correct permissions - apparently not. I added a note to the release process instructions.
I also wonder if perhaps this is the reason why the automatic conversion to maven2 has not happened?
Interestingly, as in your comment, while all the 10.4.2.0 files have group apcvs, the ones I put out for 10.5.1.1 are of group db, and only the .asc files are of apcvs. I changed all of the 10.5.1.1 files to be db. Can you check please and report back if that is a problem?

If this is with maven1 and you cannot find the artifacts there, please respond again.
If this this maven2, then you're not the first one to find this...
Apparently, at one point in time, the maven 1 artifacts were automatically converted & copied by some maven process/activity to maven2. See:

Apparently, this is no longer the case.
If someone from maven or knowledgeable about maven wants to provide us with the instructions on how to deploy to maven 2 we can add it to the list of things to do - right now, we have no way of doing this, and it's not something we did before.

Thank you for checking...Would you mind closing this issue - because we did need to do some work for the maven 1 repositories - and open a new one specifically to request maven2 support?
For that would be an enhancement to our release processes which I'm not going to carry out...
