[I] docs: change low-level usage warning in Python driver manager docs [arrow-adbc]

### What feature or improvement would you like to see?
The [Python driver manager docs page](https://arrow.apache.org/adbc/current/python/driver_manager.html) has a warning box that says:
> This API is for low level usage only. You almost certainly should not use this, instead use the entrypoints provided by driver packages
Consider whether to change or rephrase this warning because of how manifests make it quite a lot easier to use the driver manager directly.

There's still the fact that the API is much more verbose/requires C Data Interface objects which is not quite as easy as the DBAPI interface.

But the driver manager also provides the [higher-level API](https://arrow.apache.org/adbc/current/python/api/adbc_driver_manager.html#module-adbc_driver_manager.dbapi) just like the individual driver packages do.
I agree that we should warn people away from using the low-level API. But we should be careful not to falsely equate the driver manager with its low-level API.
