"IndexOptions +SuppressDescription" disables FancyIndexing

I have FancyIndexing enabled in apache2.conf.  When I use "IndexOptions
+SuppressDescription" in an .htaccess file, FancyIndexing becomes disabled.  In
other words, with no .htaccess file I get fancy indexing, with "IndexOptions
+SuppressDescription" I don't, and with "IndexOptions +SuppressDescription
+FancyIndexing" I do.

>From my understanding, using a + option should not disable other index options.
 This situation worked as expected in apache 1.x.
