While that is one way to go, I'm not a programmer.

I'm just going to have a central directory for the cgi-bin for the sites 
  within http://rpgcn.homelinux.org.

I'm in the midst of taking the sites down (replacing with an under 
redesign page) and re-do everything. I'm taking both suggestions into 
consideration and will try both suggestions before making my decision. 
:) Since one is gaurenteed to work (cgi-bin centralization), I'm pretty 
confident that my problem is solved. :)

Have you tried what I suggested before you centralize your cgi-bin folder?
   ScriptAlias /cgi-bin/yabb /www/rpgcn/cgi-bin/yabb
   ScriptAlias /cgi-bin/mbookv20 /www/rpgcn/cgi-bin/mbookv20
   ScriptAlias /cgi-bin/web_store /www/rpgcn/cgi-bin/web_store
