[v2] org.apache.logging.log4j.status.StatusLogger.isEnabled(Level, Marker)

Hi All:

The method org.apache.logging.log4j.status.StatusLogger.isEnabled(Level,
Marker) does not handle the levels OFF and ALL.

Either the switch should be documented or the code changed. Which leads to
should there be an isAllEnabled() method?
